The maadhyam helpline is an initiative taken by the Delhi Unit of
Human Rights
Law Network & Adhikaar, another Delhi based NGO, as a part of their
campaign against
sexual harassment at workplace.
The helpline offers counselling services over the phone and information
about specialised
medical, police, therapists & other NGOs if required.
The maadhyam helpline presently functions on three days a week, i.e., Monday,
Wednesday & Friday from 12noon to 3 pm.

The Mission Statement of the maadhyam helpline
Maadhyam is a helpline that provides anonymous and confidential support,
counselling and
legal advice to people who face sexual harassment at their workplace. We
are committed to
challenging sexual harassment at the workplace in all its forms regardless
of the nature of the
workplace.
The Vision Statement of the maadhyam helpline
The behaviour that we refer to as sexual harassment is ancient now. Throughout
our
existence as a species, some people have imposed sexual words or actions
upon others.
Historically women have been overwhelmingly disproportionate recipients
of such
impositions, ranging from unwanted sexual speech, looks and gestures to
sexual assault and
rape, in a wide variety of settings including at workplace.
In the Indian context, the legal relief for women
facing sexual harassment has been achieved after
a long drawn struggle by the women's movement.
The Vishakha judgement passed in 1997
empowered the women by defining sexual
harassment from a woman's point of view.
However four years on, we realize that the
implementation of these guidelines has been
negligible. The employers are resistant to
formulate a policy on sexual harassment or setup
a complaint committee. We have observed that
some of this resistance comes from the fear that
these guidelines will be misused. At the same
time the incidents of sexual harassment at
workplace have been increasing.
Human Rights Law Network', Delhi Unit and 'Adhikaar', a Delhi based NGO's
working in the
area of legal aid and training, have taken up the issue of sexual harassment
at workplace as
a campaign. The campaign involves sensitizing employers through training
and assisting
workplaces to formulate a policy and providing support to women who are
facing sexual
harassment. As part of this campaign maadhyam helpline, a confidential
and
anonymous telephonic counselling service reaching out to women who are
sexually harassed
at the workplace has been set up.
