    RELIEF FUNDS

Babus use Kargil relief funds for cars, ACs nappies

Government officials running Indian Red Cross Society branches in Punjab used funds amounting to lakhs, meant for relief to people affected by war or natural disasters, to buy cars, ACs, cellphones, furniture — and even nappies for their babies. Documents of expenses between 1999 and 2006, obtained through the RTI Act by Ludhiana-based NGO Resurgence India, also show that funds were used to pay hotel and restaurant bills and newspaper bills. The documents suggested money collected for relief to those hit by the Kargil war, Orissa supercyclone and Gujarat earthquake never reached the victims. Grants from central ministries were also misused or diverted.

    'Red Cross probe eyewash'

Ludhiana-based NGO, Resurgence India, which probed the misuse of Red Cross funds by state officials, said on Monday that the inquiry ordered by the Punjab government was an eyewash and would not yield results. Hindustan Times had done an expose on Sunday on the misuse of the funds that were meant for disaster and war relief but which were instead used by some officials to buy ACs, cars and even nappies for children. Punjab Chief Minister Parkash Singh Badal ordered an inquiry by four divisional commissioners after the expose.

Floods: Centre not to provide aid

The arrival of a Central team, though belated, may have increased the hopes of people devastated by the flash floods in north Karnataka in September. But a look into the Union Governments latest communication in this regard, is enough to shatter all expectations... In a letter dated November 22 (a copy of which is available with Deccan Herald) to the Chief Secretary, the Union Home Ministry’s letter signed by V P Pasrija, Consultant (DM-I) has refused to release any funds under the National Calamity Contingency Fund (NCCF), to places affected by floods in June - July 2007, in the State.
