    Dear Friends,

    Greetings!

    This letter is to invite you / your organization to take part in a workshop on Gender, Conflict and Disaster in South Asia that Visthar is organizing between 4 -6, March 2008.

    We, at Visthar, are concerned that over the last ten years emergencies in the South Asian region have increased. Emergencies include disasters and conflicts. The 2004 tsunami affected several parts of South Asia, and so did the earthquake 2005.  The region experiences frequent droughts and floods. Apart from these disasters, which are partially human-made, the region has also witnessed conflicts. Nepal has seen armed insurgence by the marginalized against the previously ruling monarchy and the government. In Sri Lanka ethnic conflicts have periodically brought life to a halt. In India, the people in North East feel totally marginalized from the rest of the country, and in some parts have taken to arms. Conflicts are high between dominant Hindus  and Muslims in Gujarat.  In Kashmir, struggle over nationality continues.

    Conflicts and disasters affect women and men differently, and different  groups of women and men differently.  During the Asian tsunami, more women than men died in South Asia; while in conflicts perhaps more men than women die. The relief and rehabilitation needs of women and girls in both conflict and disaster situations are different from that of men and boys, as well as their needs for protection from gender based violence.  Women are rarely involved in planning of disaster or peace responses at community, district or national level.  While post emergency   rehabilitation offers opportunities for redistributing assets in a transformative manner, this potential is hardly tapped and gender relations get reproduced. On the other hand young girls are being drawn into conflicts in different ways.  It is in this context that Visthar has sought to organize this workshop on Gender, Conflict and Disaster.


    Objectives

    The workshop seeks to help participants:

     * Examine the range of disasters and conflicts in South Asia at national and community levels, and reasons for the same  
     * Examine the  involvement of women/girls and men/boys (of different social and economic backgrounds) in conflict situations    
     * Explore the gender (and socially) differentiated  impact of disasters and conflicts on women/men and girls/boys' survival,  access to basic
       needs., access to protection,  livelihoods and shelter  
     * Examine the gender (and socially) differentiated participation of women and men in disaster and conflict response.   
     * Examine the policies of the government and UN agencies in the region on disaster and conflict/peace from a gender perspective.       
     * Examine participant NGO's disaster and conflict response strategies from a gender lens   
     * Evolve action plans to strengthen gender (and social relations) perspective within interventions of NGOs on disaster and conflict

    The workshop, spread over three days, will be facilitated by Ranjani.K.Murthy, David Selvaraj and Mercy Kappen. Other resource persons will be called as and when necessary.


    Participants

    The workshop is designed for senior staff of NGOs, CBOs and other Civil Society Organizations in South Asia.  The medium of communication will
    be English.

    Three minimum conditions may be kept in mind while choosing participants:

    * The participant should be from senior management level of the organization.   
    * An important part of the job description of the participant should be to work on issues of emergencies or/and conflicts
    * The person should be fluent in reading and speaking English.


    Workshop fee and registration

    The workshop fee is Rs. 2000 /-(Rupees two thousand only).This will cover the cost of board and lodging, and  training materials. Interested candidates are requested to fill in the enclosed form and mail it to us before the 5th of  February 2008 with a cheque / draft for Rs. 2000/- drawn in favour of Visthar, Bangalore. A few scholarships are available for non-funded organizations on a `first come first served basis'.
